As a general rule of thumb no a trainee should not be signing off evidence work for various reasons.
Now there could be an argument made if the other trainee has been assessed and signed off as competent for the activity being witnessed or for more junior grades of staff to sign off work (e.g. mortuary assistants) if the activity (e.g. receipt of the deceased) is within their scope or practice.
Ideally we want work based mentors / more experienced APT staff to countersign your evidence work as accurate and true.
